It does not make sense.
No matter how many ways this story is told, the facts point to a cover-up with legal consequences.
What do I speak of? Wonderland’s Inspector of Buildings George Ricker who after more than six years, 13 tests, four extensions, and one doctor’s note still is not legally certified to serve in this capacity.
Outsiders, do read all about it and draw your own conclusions based on the public records presented and the law.
Recently I learned Mr. Ricker had received a fifth extension.
And this extension was predicated on a Lie – that Mr. Ricker had been appointed Inspector of Buildings on October 10, 2006.
Enough of this skulduggery; the time has come for some transparency to reveal just how Wonderland’s Two, Five, and Seven have covered-up this ruse for years – which has far-reaching implications.
I have sent the following email to the Building Official Certification Committee (BOCC):

Dear Mr. Torrico:
On November 15, 2012 I received a correspondence from Assistant General Counsel Caroline P. Torrisi specific to a records request.
The request, the second I’ve sought from the BOCC, concerns Barre’s Inspector of Buildings George Ricker.
As you know Mr. Ricker has not been properly certified since his appointment by selectmen in August 2008. More than four years have passed and now your Committee has provided him an unprecedented fifth extension in a letter dated October 9, 2012.
Mr. Ricker now has until March 31, 2013 to pass both exams.
In the October ’12 letter written by Kimberly Spencer the basis for this extension was twofold:
- medical evidence;
- “the fact you were appointed prior to regulation change that ‘… no conditional appointee shall be afforded more than three extensions’…”;
Allegedly Mr. Ricker was appointed I of B on October 10, 2006 as noted on his New Employee Report Form.
However, no such records exist. Furthermore, Barre had an I o B in ’06 – and it was not Mr. Ricker. Lastly, this individual has failed the required tests at least 13 times dating back to ’06.
Mr. Torrico I am asking the Committee to justify this extension based upon a doctor’s note and false data which in the end further violated your own regulations (780 CMR R7. 188.8.131.52).
I thank you in advance for addressing my concerns raised herein and look forward to your reply.
The correspondence has been put on the BOCC’s agenda for its upcoming meeting on Wednesday January 9, 2013 at the Sturbridge Public Safety Building in Sturbridge.
So now one of three scenarios will unfold:
- the correspondence will be taken under advisement (political speak for “go screw yourself“);
- the BOCC will admit a “mistake” was made and “review” the awarded extension (unlikely since it would incriminate the entire Committee thus requiring them to expose the One directing this sham);
- the BOCC will “locate” documents proving Mr. Ricker was appointed Inspector of Buildings in 2006 but due to masochistic tendencies decided to take – and fail – thirteen tests over the course of five years and draft countless reasons for not passing;
Time will tell which curtain Chairman Torrico chooses: Number 1, Number 2, or Number 3.
